Punjab Social Protection Authority PSPA Overview:
In 2013, the World Bank conducted an expenditure review of social protection initiatives across various departments in Punjab. The report titled “Punjab Social Sector Public Expenditure Review” highlighted an annual expenditure of Rs. 60 billion in 2013 by these departments on social protection, leading to duplicated efforts and fragmented programs. To address this, the report recommended the establishment of a social protection authority to coordinate and consolidate these initiatives. Consequently, the Punjab Social Protection Authority (PSPA) was formed through the Punjab Social Protection Authority Act, passed by the Provincial Assembly on April 14, 2015. This legislation merged the Punjab Social Services Board into PSPA.
The Government of Punjab founded PSPA with the mandate to develop a comprehensive, efficient, and effective social protection system for the poor and vulnerable in the province. PSPA operates as a broad-based, high-level institution, chaired by the Chief Minister of Punjab. Its members include key government ministers, bureaucrats, representatives from the Punjab Assembly, and civil society.
